Community speedwatch camera – more volunteers needed

Community SpeedWatch (CSW) volunteers play a crucial role.  Volunteers are required to check and verify the images to identify vehicle license numbers, makes, models, and colours. If interested, please contact the Clerk via clerk@eastington-pc.gov.uk .

  1. Detection: An community speedwatch camera captures the details of speeding vehicles.
  2. Volunteer Processing: Volunteers are needed to check some of the images to ensure accurate recording of the registration, make, model, and colour. This must be done on a regular basis – ideally daily. It can take from 10 to 30 minutes.
  3. Police Action: Data is passed to the police to identify the registered keeper and send educational warning letters.
  4. Escalation: If the same vehicle is reported multiple times, the police may conduct a personal visit or take further action.

The Volunteer Image Review Process

  • Number Plate Extraction: Volunteers check photographs on a secure server to read and extract the Vehicle Registration Number (VRN).
  • Data Verification: They must cross-reference the captured image with the vehicle’s make, model, and colour. This ensures that the ANPR software hasn’t misread a plate (e.g., mistaking a ‘0’ for an ‘O’).
  • Threshold Selection: Records to be checked are selected by focusing only on vehicles exceeding a specific speed threshold.
  • Submission: Validated records—consisting only of vehicle details and speed—are then forwarded to the police, who use the information to issue advisory letters.

Key Requirements for Camera Volunteers

  • Vetting: Because you may be handling sensitive data, you must undergo Police National Computer (PNC) vetting and sign a confidentiality agreement.
  • Equipment: You typically need a reliable internet connection and a computer (or suitable mobile phone or tablet) to access the Community Speedwatch Online platform.
  • Privacy Training: Cameras are set to take pictures of the rear of the vehicle to avoid capturing identifiable images of drivers or occupants. Volunteers are trained to handle this data in accordance with strict privacy guidelines.
